Jean-Basile Fleury is a rather noteworthy member of the Ros, often considered the most potent true-mage in North America. He serves as Castellan to the city of Montreal and as Advocate for the Northeast and the Maritimes. A rather dour and often unpleasant man, Jean-Basile is nonetheless well respected for his talent and dedication to the Ros. The youngest member of the Inner Council, he is the highest Ros authority regarding North American operations.

Jean-Basile is married to Anne-Marie Sulan, a contract of convenience that served the purposes of both parties. He has two children with Anne-Marie, Marc-Aurele Fleury and Luc-Aurele Fleury. He is known to have an acrimonious relationship with his younger son, Luc.

Recent rumors place Jean-Basile in a dozen different places – wherever he actually is, he hasn't been seen in Montreal in some time. Considering his duties as Castellan, this is certainly an unusual and potentially worrisome situation.
